"Mr President, for several years now the VAT rules in the EU have been out of touch with small businesses and the way in which citizens make a living. The Commission’s VAT action plan makes important proposals to bridge this divide by introducing a single definitive VAT regime for the EU, and I welcome this. For two years now I have been raising the issue of the difficulties of the VAT mini one-stop-shop, or ‘VAT MOSS’ as it is known, ever since small businesses in South West England began contacting me to say that the changes would put them out of business. I have submitted questions to the Commission, written to UK ministers and Commissioner Ansip, and most recently submitted an amendment to this report, constantly calling for a VAT threshold of EUR 100 000 for start-ups and small businesses. So I am pleased that other MEPs have joined the call, and we can all welcome the Commission’s proposals for this VAT threshold in the final Parliamentary report. We must ensure that the VAT regime works for people, not against them, in our overall goal of tackling tax fraud. Lastly, I am delighted that we also have a reference to the social, environmental and gender dimension of VAT on certain products. We can and should use lower rates and zero rates to encourage renewable energy and the insulation of buildings, and to prevent discrimination against menstruating women. No intervention would be complete without a shout-out to the tireless tampon tax campaigners in the UK and across the continent! The End Tampon Tax campaign in the UK was phenomenal and I encourage all of you here to sign our Written Declaration no 89 to bring the success achieved in the UK to the rest of Europe."@en1
