"Madam President, violence against women is a very real and all too frequent reality for many women worldwide. In the EU alone, research has shown that one third of women have experienced physical and/or sexual violence since the age of 15. This equates to 62 million women. That is my Member State, the population of my country, represented in that number. While cases are reported and action is taken, there are still far too many instances where women are trapped, suffering in silence and with no conceivable way out. Violence against women does not just apply to physical abuse. It also covers the emotional manipulation and psychological trauma thousands of women are subjected to just because they are women. Violence against women is a form of gender-based violence. It is gross, inexcusable and a violation of human rights.
Given the varying forms violence against women can take, as well as the numerous avenues through which such violence can be executed, no single intervention will result in its elimination. A combination of infrastructural, legal, cultural, educational and social actions, in addition to the sharing of best practices between Member States, is essential to raise awareness and stimulate the action needed, so I welcome the Commissioner’s reassurances on all of those areas. The Istanbul Convention opens the path to make change possible. I therefore urge Member States, including my own, the UK, to ratify and implement the Convention if they have not already done so."@en1
