"Overall, I support the report. The need for Europeans to work together to improve their defence capabilities has never been greater. An effective and credible European security and defence policy is, therefore, the foundation of our citizens’ well-being and welfare. We need to provide a renewed focus on where CSDP can best contribute to global security, through a full cycle approach to tackling conflict, using a comprehensive approach and complementing NATO, which is the cornerstone of European defence. However, the report offers ideas which could duplicate the work of NATO, or interfere in what should be a Member State or industry driven activity. Labour MEPs therefore abstained on the final vote. The EU must remain above all a project of peace. In our common security and defence policy we must emphasise the need to refrain from selling arms to regimes which violate human rights and commit war crimes. The EU must always stand for human rights, democracy, and the rule of law, and nothing in our CSDP should ever compromise those commitments."@en1
