"Mr President, I wonder, as a thought experiment, what would happen if this Parliament were suddenly to disappear. Which of our constituents would notice? Which of us would be missed? That may sound like a rather ungenerous way of putting it, so let me phrase it the other way around: consider the immense talent gathered in this Chamber, the great skills and experience brought by people from 28 countries. Wouldn’t it be a wonderful thing if those skills could be released into the private sector to contribute to the economy by making and selling things instead of by regulating them?
