"Mr President, there is no doubt that we live in dangerous and uncertain times. Perhaps we should start by congratulating French security forces this week on apprehending those who seemed set on terrorist activity, and express our solidarity with the city of Strasbourg, where heightened security measures have once again been deemed necessary in the run-up to the celebration of Christmas. However, I also want to make it clear this evening that defence policy is not something that can be auctioned off to the highest bidder. It is the age-old right of sovereign nation states to keep their people safe. Many in these institutions are talking nonsense about an EU army and an operational headquarters. The United Kingdom has always shown itself willing to come to the aid of our allies. We will retain the right and the capacity to defend ourselves and also our closest neighbours inside and outside the European Union. The reality is that, while Brussels panders to federalist ambitions, it sacrifices the positive role that it can play. The EU must support NATO, not compete with it; foster national cooperation, not seek to replace it; and respect the indelible rights of governments to protect their citizens."@en1
