"The UK is an island. The only cross-border co-operation required here is between Northern Ireland and the Republic of Ireland. This does not require action to be taken at European Union level, and seems to me to be the very definition of subsidiarity: a matter which could be better be decided by the United Kingdom than at a European Union level.
