"I decry in the strongest terms the regime that ISIS has imposed on the citizens of Mosul and Northern Iraq. Equally I support the operation started by Iraq to liberate Mosul from ISIS. This operation is a decisive part of an ongoing, global effort to inflict a lasting defeat on ISIS once and for all. It is also imperative that all parties to the conflict abide by international humanitarian law during and after hostilities and, in the conflict, to abide by the principles of proportionality, distinction and precaution."@en1
