"This decision is to refuse discharge of the Council. Every year Parliament goes through a procedure of discharge. This is where they give an opinion regarding how the budget has been operated and close the accounts for every EU institution and agency. Legally speaking the Lisbon Treaty only gives them the power to grant discharge to the Commission, but Parliament has taken upon itself to do every EU institution and agency. This is where the problem arises with the Council. Because of the provisions in the Lisbon Treaty, the Council does not cooperate with the discharge procedure. For the last few years Parliament has refused discharge (which is more of a political statement rather than anything binding) because of this lack of cooperation. UKIP’s general position is to refuse discharge for every EU agency because we do not want them to exist, so we will support this decision to refuse discharge. A proposal to close the accounts for the financial year should be taken separately at another time."@en1
