"I voted against this report, which was the second of the regular own—initiative (non-legislative) reports drafted in ECON on the framework of the European Semester. The Council adopted the country—specific recommendations (CSRs) on 12 July 2016, and this report is the response of the European Parliament to these recommendations and their implementation. Despite the inclusion of some positive recommendations, such as for minimum income schemes in Member States, the recommendations continue to focus on deregulation, privatisation, and a reduction of Member States’ deficits at the expense of investment, welfare and public services. This time CSRs have also been marked by the attempt to apply Article 23 of the common provisions regulation, which restricts access to the European Structural Funds to those countries that have not achieved the macroeconomic objectives set out in the economic governance framework (i.e., Spain and Portugal). Sinn Fein opposes the European Semester as the economic framework of the EU, so I voted against."@en1
