"Mr President, this is a very important review and I welcome it, but first of all I want to say that we have to put more pressure on Council Member States to give a bigger budget to the European Union overall, especially in the next MFF. 1% of GDP is very small when you are asked to do almost everything because every time there is a crisis people look to Europe for funding. The first thing we should look at is having a far bigger emergency fund: look at what has happened since we discussed the last MFF –the way migration has taken off and the funding required for that: nobody anticipated it a number of years ago. The same is true in agriculture: it is crisis after crisis, so we need a bigger emergency fund for that. I also support measures in relation to structural funds, cohesion funds, employment funds, TEN-T, Connecting Europe – all those things are very important for our citizens. But unless we have a good, strong budget, we will not be able to do it. The MFF is very important from that point of view."@en1
