lpv:spoken text	"I voted against including Preparatory Action for Defence Research in the EU budget 2017. Since my election in 1999 I have strongly and actively opposed the militarisation of the EU. I have called instead for a civilian peace corps which could work directly with people in areas of tension to prevent conflict developing. I believe the EU could develop a new and positive global role in this respect. The defence proposal not only takes the EU in the opposite direction but it would actually divert money from other areas of the budget. Many of my constituents in Wales who contacted me on this issue will be disappointed that we did not achieve a majority in the vote to delete it."@en1
