lpv:spoken text	"Madam President, the Committee on Regional Development (REGI) believes that cohesion policy is still the best and most effective tool the EU has in terms of investment, so we were concerned when the Commission proposed cutting heading 1B by EUR 37.3 billion or 23.5%. The Commission argues that this is based on estimates coming from Member States, although I was surprised at those estimates because in 2017 I really believed that cohesion policy and the programmes would reach cruising speed after a very slow start. We certainly believe that the additional EUR 199 million cut proposed by the Council is not helpful. Therefore the Committee on Regional Development would propose putting the draft budget level back as it was, as proposed by the Commission. We also feel that there is a need to monitor Member States and to help those Member States which have difficulty in reaching a decent absorption level."@en1
