"Madam President, I rise as the AFET rapporteur for the 2017 budget. The challenges we are facing across the globe are truly unprecedented. Whether it is about the struggle for democracy on our borders or conflict in Africa or increasing tensions in the South China Sea, these issues are closer to home than many realise, directly impacting our stability, trade relations and our jobs and growth. No one country can tackle these on their own. So therefore I welcome that the Commission is focusing on stabilising our neighbourhood, tackling the root causes of migration in Africa and reinforcing its funding for Asia. Thank you for your presentation Commissioner. Let us not forget that these investments, if implemented with full respect for human rights, make a real difference in ensuring people have a future in their own region and managing the refugee crisis. The reason why the EU sometimes does not always make the impact is that Member States are constantly robbing Peter to pay Paul, and I would like the Presidency to take this message to Member States, that it is important that we work together to tackle many of the challenges that have been outlined."@en1
