"I abstained on this report. It proposes real non-discriminatory treatment within the fisheries sector, more cooperation between Member States, expanding the controls (e.g. monitoring) to cover the entire production chain, increasing traceability. It calls for the standardisation of proportional and non-discriminatory sanctions to act as a deterrent, and states that preference should be given to incentives in order to prevent infringements, rather than sanctions. I support the majority of the content of the report but I oppose the call for a higher level of EU centralisation and an EU-level definition of the technical and political measures related to controls rather than cooperation between Member States.
There are also references to the use of new technologies for monitorisation; the introduction of a points-based sanctions system, with implications for the fishing licences. The report opposes any mandatory video surveillance on board for all vessels, but Sinn Féin has called for increased surveillance regarding foreign operators of large-scale industrial vessels fishing in Irish waters, so I do not support that proposal. For these reasons I abstained on the final vote."@en1
