"This non-legislative report contains a call for the EU to become a member of GRECO and for the Commission to publish its Anti-Corruption Report (including a section on the EU Institutions) and to propose adequate legislation. It stresses the need for legislation that would strengthen the rights of suspects and guarantees for fair trials; calls on the Commission to submit a legislative proposal protecting witnesses and whistle-blowers before the end of 2017; calls on the EU and the Member States to strengthen measures to trace, freeze and confiscate proceeds of crime and to ban fraudulent companies from European public procurement procedures; and contains a clear statement against tax havens.
However, it also calls for the permanent loss of the right to be elected as MEP once convicted for a serious crime. I believe this is an additional sanction that can only be imposed by the courts in individual cases, and after careful consideration of all circumstances.
The report also emphasises membership of a criminal organisation instead of the focus remaining on the actual acts performed. It also contains references to the proposal for a European Public Prosecutor, which I oppose.
These concerns led me to abstain on the report while recognising its many positive aspects."@en1
