lpv:spoken text	"I cannot support this report, for although it is an improvement on the Commission proposal, it still proposes a harmonised sanctions regime across all 28 Member States of the EU, removing the possibility for national authorities to address infringements on a case by case basis, as the UK is currently free to do. There is a very real risk that the punitive and inflexible regime proposed in this report would damage trade, particularly amongst SMEs. For these reasons I cannot support this report."@en1
