"Mr President, when we have left the European Union we want, of course, to be good neighbours and keeping elements of the current Customs Union regime may be a part of that. For example, remaining part of the common regime on things like veterinary checks and anti-counterfeiting measures and so on.
But it must surely be clear even to people who voted ‘remain’ in the UK that it is necessary for us now to opt out of the common external tariff. Any doubt on that score has been removed by the vote in the Wallonian and now the Brussels regional parliaments. If the European Union cannot sign trade deals with the 165 states and territories in the world which will account for some 95% of growth in the 21st century, what is it for?"@en1
