"I voted in favour of this report which sets out the application of EU law in the Member States for the year 2014. The main focus of the report is the fact that there has been a general decrease in the number of formal infringement proceedings, due to the new Pilot Procedure which allows the Commission to open dialogue with Member States before taking official proceedings. This is a good process, which allows Member States to explain or rationalise legislative choices they make when transposing EU law. It means there are fewer instances of the Commission imposing on countries’ sovereign right to choose how to implement new rules."@en1
