"I abstained on this report. Whilst the report contained some positive points on the very important issue of climate change, it also sees the much derided concept of emissions trading as an important tool in the future of fighting climate change. In Europe, the EU’s own Emissions Trading Scheme is widely accepted as being a very costly failure for EU climate change policy which has not brought the significant emissions reductions required and indeed promised. The EU ETS has not been cost-effective and has subsidised polluters with taxpayers’ money with its oversupply of allowances to power companies, many of which are being given ‘free’ to these companies"@en1
