"Mr President, recent announcements by Caterpillar have affected Northern Ireland, where up to 250 redundancies are scheduled at plants across NI. Caterpillar has made an enormous contribution to the local economy over decades, and while this announcement is disappointing, we acknowledge that the firm views these actions as a means of consolidating its commitment to Northern Ireland. However, these job losses will affect families and households very deeply and very directly – and they must receive support. My colleagues at Stormont and Westminster continue to work to assist those workers affected; however, the significance of the UK Government’s long-standing policy of not applying to the Globalisation Adjustment Fund cannot be ignored. Contrary to grandstanding by local politicians, this debate highlights that these jobs have been lost as a result of sensitive economic conditions. Global downturns in demands for raw materials and problems in the oil industry have no doubt made a contribution. While Northern Ireland cannot dictate these forces, we must promote replacement investment in our Province. Our future outside the European Union offers potential external to EU state aid rules and many damaging EU energy policies. It is vital that we harness these opportunities to grow our manufacturing base."@en1
