"This was a vote to endorse the Council's decision to authorise Korea signing up to the Hague Convention of International Child Abduction. The Convention is a multilateral treaty with the purpose of ensuring the immediate return of children wrongfully taken to or retained internationally (usually by one parent or guardian) in their home country, where domestic custody proceedings can take place. While a ruling of the ECJ in 2014 found that the EU now has exclusive external competence in the field, the Convention does not allow for international organisations - such as the EU - to be partners to the Convention themselves. These Council decisions are therefore necessary to allow particular Member States which have not yet accepted the accession of the relevant countries to the Convention to do so, bringing the Convention into force between the entire EU and that country.
