"Mr President, this proposal is insane. This is a recycling of an old idea from the German Greens – and they like recycling, obviously – but with their customary ignorance of the costs of these schemes. The Commission has already rejected the idea once, but in your blind panic at realising that your precious project is now seen as an encumbrance – in fact, an irrelevance to the peoples of our continent – you have reached down into the wastebasket of forgotten grandiose money-wasting schemes and brought out this particular rotten apple. The truth is, you are only doing it because you see your great project slipping through your fingers and, as always when you fail with your policies, you resort to propaganda and bribery. So if you spend EUR 361 for each 18—year—old in the EU on this hare-brained irrelevance, it will cost EUR 1.9 billion a year. Even by the standards of the EU, this is madness. When the countries of southern Europe are being crushed underfoot by Germany’s insistence that the interests of the euro and the French and German banks should be placed above the lives of ordinary citizens and steel workers in the United Kingdom are losing their livelihoods by the thousands, you people are proposing to waste around EUR 2 billion a year on this Soviet-style Intourist propaganda vehicle. Nero would applaud your insistence on fiddling while Europe burns."@en1
