"Mr President, 80% of the world’s least developed countries are from the African, Caribbean and Pacific Group (ACP). It is only right and proper therefore that we in Europe work together as nation states to cooperate with these nations and support balanced development of their societies. Too often in the past, the EU placed prerequisite social obligations on these countries that are unachievable and which sadly have led to lost potential in terms of how we can contribute to a better future and higher standard of living for people in those communities. The number one driver both socially and economically in these countries is to provide sustainable investment, creating local jobs and giving people, young and old, a true stake in society. This gives structure and organisation to societies and will nurture greater respect for democratic values. With the Trust Fund for Africa, these institutions have sent a message to governments of these nations that mass migration to the EU brings financial reward for them. This is not sustainable. A new ACP-EU settlement should therefore focus on incentivising economic development in indigenous communities, sustainable land use and agricultural production and above all enhanced access to education for young people."@en1
