"I abstained with my Group in the vote on the report on a proposal for a strategic cooperation agreement between Europol and the People’s Republic of China which provides for the exchange of information, excluding personal data, such as general situation reports, information on criminal investigation procedures and crime-prevention methods, training activities and the provision of advice and support in individual criminal investigations. While I have no issue with the agreement itself, the reason for my abstention is that this new agreement was proposed on the basis of the current 2009 Europol decision while a newly negotiated decision between the Parliament and Council on the procedure for concluding international agreements has since been decided which significantly strengthens safeguards for the classification of EU documents and the protection of personal data of European citizens. It would therefore be more appropriate for this proposed agreement to be adopted after the new Europol Regulation has entered into force in May 2017, to ensure proper scrutiny of the agreement and the implementation of the rigorous new provisions and safeguards"@en1
