"Madam President, on the issue of capital punishment, I think my views are fairly well known. I am no fan of the death penalty in itself. At the same time, I believe it is the sovereign right of countries across the world to make their own decisions on that subject.
So I do not believe it is appropriate for us to impose a particular worldview upon those nations. I do have some concerns about unintended consequences in that we could end up with a situation where methods used end up being more painful rather than less.
If this report were about capital punishment alone, I might very well have voted against this report; but it is not. This report is also about torture and I recognise the very difficulties which the report and this legislation is trying to prevent and to protect against. Therefore overall I felt it was appropriate for me to abstain."@en1
