"The purpose of this report, for which I was rapporteur, was to assess the activities, implementation and added value of the European Globalisation Adjustment Fund (EGF) from 2007 to 2014 and to make recommendations on how the Fund could be made more effective and efficient based on our observations. The EGF is a small fund compared to the ESF and others but nonetheless has an important role to play in supporting and expressing solidarity with workers made redundant as a result of globalisation, a phenomenon we must grapple with increasingly.
The report examines issues such as what models used will deliver the best outcomes for redundant workers, timely and responsive intervention and implementation, value for money and efficient spending and data collection for qualitative and quantitative assessment. With the revision of the regulation the Fund has seen improvements such as the inclusion of self-employed persons and NEETs as potential beneficiaries, increased efforts to support entrepreneurship and the inclusion of the EGF in the SFC facility resulting in better coordination and data collection. Areas to be improved include the budget implementation rate of 55% and the limited impact on SMEs despite existing flexibility under Art. 4(2) which could be used."@en1
