"Mr President, I had the opportunity to visit the Philippines a couple of years ago and I saw many developments that were cause for optimism. Corruption was still a problem but being addressed, and judicial reforms, human rights and criminal law were all on President Aquino’s reform agenda. Upon return, I advocated granting the Philippines GSP+ status.
Unfortunately, today there is less cause for optimism. The extrajudicial killings taking place in President Duterte’s war on drugs are setting the country back years in terms of human rights and rule of law. We have heard today that more than a thousand people have been killed in police operations or by vigilante groups. His tendency towards international isolation is a further cause for concern.
At a time when South—East Asia’s strategic importance is rapidly increasing, I would urge President Duterte to step up positive engagement with international actors, including the EU and UN, rather than threaten a retreat. I call upon the High Representative, Mrs Mogherini, and the Commission to extend a hand of friendship but, at the same time, to make it clear to the Duterte regime that the consequences will be dire."@en1
