"Madam President, thank you to the rapporteur for a good report, and thank you, Mr Karas, for your collaborative, cooperative approach in which we found a lot of common ground. I think we share a lot of thoughts on what the problems are and how to solve them – and yet we still have the same discussions, decade after decade, on the fact that they have not gone away. In my West Midlands region there are 378 000 small businesses, a number which is growing strongly and yet only 26% of them have employees, a number which is falling. By the way, there are 178 000 people unemployed. Now, it does not take a genius to know that if a relatively small number of those businesses were empowered to take on some staff we would begin to make some more progress with unemployment. Why do they not do this? Partly, perhaps, because the banks, much as they say they are trying, are still not close enough to their customers, and they need to get closer. Fundamentally, though, it is because there is a gap in which it is not commercially viable for banks to lend. That is why they do not lend and that gap needs to be plugged by the public sector, by an intelligence-led approach to public sector-backed investments. There are many examples in my region of this being done very well, but it needs to be scaled up significantly and consistently. There are other things that we need. We need one-stop shops, we need to diversify the lending base away from banks; but, fundamentally, we need to be clear that there is a gap in which lending is not economic. It is not uneconomic because of the risk, it is uneconomic because of the risk relative to the transaction costs that will remain at this lower end of the SME market. That gap has to be plugged by the public sector."@en1
