"Madam President, I represent a very rural region and part of my region in Cornwall has levels of deprivation and isolation that are so severe that its half-a-million inhabitants qualify for maximum levels of funding support from the European Union. It is by any measure a sparsely populated and remote area, so postal services are vital and they are protected by the UK’s 2011 Postal Services Act. I am glad to see that this own-initiative report comes some way towards guaranteeing a similar universal service obligation throughout the rest of Europe, but let us recognise the difficulties and challenges presented by this obligation. Postal services providers have to be lean, flexible organisations able to adapt to changing circumstances, and changing and indeed falling demand. They do not need to have additional burdens placed upon them by regulation. So let us protect services for my constituents in Cornwall and reject the calls in this report for more rigid employment contracts, tachographs and other restrictive practices."@en1
