"Mr President, first of all can I thank the rapporteur, Laura Agea, for her constructive and important work on this proposal. This year the Council decided that the 2015 employment guidelines should be maintained for 2016. This means that they could, in fact, ignore the European Parliament twice because last year too our suggestions were effectively ignored. However, the Committee on Employment and Social Affairs, in an effort to ensure that did not happen, came forward with this document under the rapporteurship of Laura Agea. Our message to the Council this evening is we do not expect to be ignored for a second time, and I want to thank the Commission for its support on this matter. I am pleased to say that many of the ALDE Group priorities were included in this report and these include, first of all, the promotion of entrepreneurship, in particular youth entrepreneurship. This we believe can be achieved by, for example, introducing optional entrepreneurship courses at schools and colleges, and in the creation of student enterprises also. We asked for greater efforts to be made in ensuring a smooth transition from education and training to work, and one of the practical suggestions we put forward is to make it possible for young people to convert several months’ unemployment benefit, up front, into a start-up grant. Some of the other ALDE priorities that are included in the document are supporting the creation and the growth of micro, small and medium enterprises, and one way we can do that is to cut red tape and get rid of unnecessary bureaucracy. ALDE also supports the call for effective investment in high-level and inclusive education and, in particular, for vocational education. Finally, I want to say again that I agree that the rapporteur. Unless the Council takes our views on board, we are wasting our time here but worst of all, European citizens are being badly served."@en1
