"The Tripartite Social Summit (TSS) for Growth and Employment was a meeting with the Council Presidency, the Commission and the social partners (10 trade unionists and 10 business). It took place at least once a year before the spring European Council. The whole idea was to have an exchange of views on employment, social policy, health and consumer affairs before the Council meeting. Parliament was not mentioned but the Chair of the Committee on Employment and Social Affairs (EMPL) was always invited to the Summit. This vote was to give consent to the Council recommendation and re-ratify the decision. Parliament has adopted a report calling for the EMPL Chair to be formally invited. This report was adopted after the Council decision and is not reflected in that draft decision. The EMPL Committee and the Chair were not happy about the decision and only supported the draft decision once a letter from the Presidency of the Council and the President of the Commission outlined that the EMPL Chair would be invited to all TSSs. After that was done the Committee gave consent. My GUE/NGL colleague Thomas Handel, Chair of the EMPL Committee, supported the decision. I voted in favour."@en1
