lpv:spoken text	"I voted in favour of this report because within cohesion policy, the European Regional Development Fund (ERDF) established that regions were required to concentrate their investments within four priorities including R&D and Innovation via smart specialisation strategies (RIS3) in the 2014-2020 programming period. Therefore, RIS3 is an ex-ante condition for Member States and EU regions for receiving European Structural and Investment Funds (ESIF). I was happy that the report focused on the RIS3 and its central role within cohesion policy and its contribution to the Europe 2020 goals. Moreover, the report highlights that the implementation of RIS3 can only be successful if based on local and regional assets. In addition, the report asks for better synergies for growth and job creation between funding instruments, ESIF, EFSI and Horizon 2020. Finally, the report acknowledges the importance of Smart cities as catalysts for RIS3 and presents the main lessons for the future of RIS3."@en1
