"I abstained on this own initiative report, which covers the innovation objective of the Europe 2020 Strategy. Each Member State has adopted its own national targets in each of these areas (employment, innovation, education, social inclusion and climate/energy). National and regional authorities across Europe will design smart specialisation strategies in entrepreneurial discovery process, so that the European Structural Investment Funds (ESIF) can be used more efficiently and synergies between different EU, national and regional policies, as well as public and private investments can be increased.
There are some good points in the report, including a broad view of innovation, support for technological as well as practice-based and social innovation, and a monitoring and evaluation system. It also provides investment choices for regions with a limited number of priorities, particularly knowledge-based investments and/or clusters.
However, the report focuses very heavily on using cohesion policies to meet the Europe 2020 objectives, places a strong emphasis on public-private funding and financial mechanisms, and identifies competitiveness is the main overarching goal of the innovation strategy. For these reasons I could not support the report entirely, so abstained."@en1
