"Mr President, first of all I ought to congratulate colleagues because the debate, as I am hearing it, is a great deal more interesting than the interim report, although that was unanimously supported by the committee. It is a very curious report since it is almost totally devoid of content. It is an extraordinarily reflexive and self-referential document. Indeed, in paragraph 1, the committee calls on itself to fulfil its own mandate, which seems strangely tautological and redundant. It also calls on the Commission for more cooperation.
I would, however, take issue with one word in the report. With extraordinary hubris, paragraph 4
governments, parliaments and the competent authorities of Member States to take certain actions. It is no business of this Parliament or of its temporary committee to require sovereign governments to take any action at all. Had common courtesy prevailed, had the committee requested rather than required, we might have supported the report. As it is, I am afraid we cannot."@en1
