"Mr President, as has been said, this is a time to take stock of what the committee’s work has uncovered. We have heard already that a decision was taken in the past to move in a direction that has led to higher NOx emissions, concentrating rightly – yes – on reducing CO2, but having this side effect. It has been stated on numerous occasions that there has been a lack of knowledge and a lack of credible evidence as to the effects of diesel on public health. But, of course, part of the reason why that evidence was not forthcoming is the myriad of levels of responsibility that exist under the current frameworks, ensuring that nobody can take full responsibility for what has happened. You have Member States blaming the European Union, you have the Commission blaming the Member States, and you have the car companies in effect slipping through various loopholes, taking advantage of loopholes and slipping through the net. What we have found out so far is that there is a terrible discrepancy in the interpretation of existing legislation. The Commissioner is absolutely correct when she says that we must use what we find out in this committee of inquiry to make sure that forthcoming legislation does not have the same mistakes, and does not contain the same loopholes and opportunities for ambiguous interpretation of what must be very clear rules. Finally, I thank my colleagues from across the political spectrum on this. It is essential that we work together and it is essential that this does not become a political slanging match between left and right, because we owe it to European consumers and to public health throughout the European Union, to get this right."@en1
