"Madam President, as the budget rapporteur for the Committee on Foreign Affairs I want to raise a number of concerns on the use of Trust Funds as an instrument. I appreciate why the funds were created; it was basically to enable the EU to respond to many new crises that were unforeseen by the Multiannual Framework and to bring on board new donors. However, we have a situation where the African Trust Fund is currently short of EUR 1.7 billion due to lack of Member States’ contributions.
Now how is this gap to be plugged? I hope not by taking away resources from our long-standing commitments to sustainable development goals and undermining other goals that the EP has set which are already in need of additional resources. So what we need urgently is a fully resourced and a permanent EU crisis reserve. It is incredulous that some members of the Trust Fund have a seat on the board and have a say on how it is executed with contributions of as little as EUR 50 000, when the European Parliament, despite its 1.8 billion contribution, is not represented."@en1
