lpv:spoken text	"Mr President, I would like to thank the rapporteurs, as well as the Commissioner for her contribution. I certainly welcome these reports we are discussing this evening and I want to concentrate on the reports on research and innovation and SMEs. Traditionally, we have focused our investment in cohesion funds on infrastructure, training and job creation, but we should not neglect the opportunities to also invest in research and development. One way of doing this would be to use structural funds and Horizon 2020 funds together. This does happen, but of course that are many obstacles in the way. We should be looking to make it easier to use those funds together; I think our own regulations can help in terms of improving simplification and bringing the regulations of the two funds closer together. We should also be making it easier for SMEs to access structural funds. I am sure we have all heard complaints from SMEs in our own regions. Many SMEs do benefit from structural funds, through capital investments and through training programmes, etc., but again I believe we can do even more on this. Once again, our own regulations can help with that. I just wanted to conclude by saying that I understand that there are many critics of cohesion policy – and we have heard some critics here tonight – but I think sometimes we can be far too negative. Cohesion policy is a huge success story; you only have to look at the figures, the jobs created, the businesses created, in your own regions, to know it is a success story. I wish sometimes that colleagues would be more positive about it."@en1
