"Mr President, I would like to congratulate the High Representative on the excellent paper. As she rightly mentioned, this is no time for uncertainty: our Union needs a strategy. Europe has never before faced such a convergence of security challenges, and many of these contemporary threats do not recognise national borders. Unfortunately, nationalistic and xenophobic parties are gaining support across Europe. The danger to the Union lies in our own disunity: we must work together against radicalisation and for social inclusion and integration. The EU’s response must be comprehensive and based on a coherent set of actions. Responsibility also rests with the Member States for cooperation on the strategy. The NATO—EU relationship is vital and I welcome the organisation’s deepening ties, which we will mark this week in Warsaw. We must not allow the strategy to be another one-off event – it must become the starting point of systematic efforts to fill the EU’s foreign policy with a greater sense of purpose and urgency. It would be helpful to have an annual progress report sent to this Parliament too."@en1
