"Mr President, this piece of proposed European Union legislation concerning a European Border and Coast Guard system is interesting, since – as ever – it has been constructed to deal with the consequences of an EU decision and action and does not actually address the root cause. The latter, of course, would require a U-turn, which is not likely. However, we are where we are. And it is important that the United Kingdom recognises that, while we will not be bound by the legislation nor indeed even directly affected, we will be contributing to the estimated EUR 230 million project, regardless of the outcome of the Brexit vote. This whole concept has value and I appreciate the value, but the value is going to be even more important to two areas. The first is that of the people smugglers, a business now worth an estimated EUR 16 billion. They are going to have confidence that their activities will not result in as many deaths at sea or on the Balkans route. The second is among the potential migrants who will perceive less risk in making perilous journeys, be it over the Mediterranean or on the other, mountainous, routes. By default, a border and coast guard system should not become a maritime and land-based rescue system yet, in the current climate, this seems to be exactly what the proposition is. I only urge that the rapporteur please listen to my comments and take them on board."@en1
