"Madam President, much has changed since the start of the Multiannual Financial Framework. The European Union has changed, the issues have changed, the world has changed and indeed it makes sense that you would want to make sure that you plan for that.
There is of course this underlying question with regard to Brexit. I have heard the word Brexit mentioned time and again in this debate because it is going to impact on everything that is to come. I speak to constituents on a daily basis who are terrified that our Government will fail to respect the result of the referendum. They think that it is a delaying tactic for British politicians to try to wriggle out of the result.
But ‘no’ of course must mean ‘no’, and Brexit of course must mean Brexit. But until the Government actually triggers Article 50, uncertainty is going to continue everywhere. How can you plan for Brexit until negotiations begin and until Article 50 is triggered? The British Government needs to hurry up, it needs to get a prime minister chosen and it needs to start the process. We all need certainty. For any kind of planning – how the EU 27 want to go about budgeting and organisation – you need certainty. Until we have that certainty, the UK continues to be bound by what happens here. So the longer this situation continues, the worse it will be for both parties, for the United Kingdom as much as for the European Union. So my message to the Conservative party is this: get on with it."@en1
