I think it is crucial that, when confronted with EU administrations, citizens have their procedural rights and obligations defined and respected. As was said, in January 2013 we were strongly encouraged that a solution would be found when we adopted a resolution calling for regulation on an open, efficient and independent European Union administration. Sadly, however, the Commission to date has not proposed anything.
There is a great need for such legislation: it should be clear to citizens what their legal and administrative rights are, and I believe citizens have the right to expect a high level of efficiency, transparency and responsiveness from EU institutions, bodies and agencies. I think, moreover, that when we as parliamentarians recommend something to the Commission, while they have a right of initiative, they should take our proposal on board and respond as quickly as possible."@en1
