lpv:spoken text	"The Civil Service Tribunal was put in place for disputes between EU personnel and the Institutions. This report seeks to merge the Civil Service Tribunal with the General Court, which will have a number of adverse consequences for applicants, including 1) much longer waiting times, 2) the loss of seven specialised judges, 3) the loss of one appellate stage. This reform seems to have no have no real substance as the Court was first set up in 2005 with the aim of relieving the burden of the General Court. It seems that this reform has been a long-laboured compromise due to disagreements over which countries should appoint judges and how the rotation should work. The result is a loss in interest in specialised courts and just an increase in judges to the General Court. There is no empirical research to show that this restructuring will improve efficiency or save money. Therefore I voted against this report."@en1
