"Mr President, I appreciate the concerns expressed in the joint resolution. It fairly reflects the views on the latest developments in Vietnam shared by my colleagues, at least within the European Parliament. While a strong message of condemnation can be sent, the resolution is particularly critical in some areas. I would have appreciated a more carefully calibrated message that makes the Vietnamese feel that they can be part of the solution, rather than the problem itself. Comprehensive domestic reform should always be encouraged, but our top-down approach may not yield the results that we are looking to ultimately achieve. Let us be as pragmatic as possible because when we punish the Vietnamese Government we punish their people, including the most unfortunate, whether we like it or not."@en1
