"Mr President, the English have an idiomatic proverb that says ‘You cannot have your cake and eat it’, which is used to illustrate trade-offs. This aptly summarises the situation of the EU relationship with Vietnam, which is a dysfunctional one. In February 2016, the European Union signed a free trade agreement with Vietnam on the usual expectation that Vietnam would do something about its human rights, and that the human rights situation would improve. Well, clearly it has not done so, and the recent Obama visit proved exactly that. The message to the European Union therefore is: dispense with your expectations; stop using trade as a lever; recognise that the world is changing and the era of using trade to influence human rights is long gone, and, finally, that European Union imperialist pretensions are not only not working but, indeed, are counterproductive in the sphere of human rights."@en1
