"Madam President, trade can be one of two things when it comes to helping developing countries. When done properly, when done sensitively, when done fairly, trade can develop a country’s economy. It can create jobs and it can develop exports and help that nation to be able to import the things it cannot produce. But, when done badly, as I fear is the case in Cambodia, it becomes a cynical exploitation of that country’s natural resources. In this situation, in particular, we see serious concerns over the land grabbing which has taken place in recent years, and indeed is picking up apace.
Then there are the human rights abuses: there are the political prisoners, the lack of democracy and massive abuse. What I would say simply, in terms of development aid in such situations, is that it is vital that we are incredibly careful that development aid is not going directly to the Cambodian Government."@en1
