"I voted against many of the proposals in the report because I believe we are gold plating OECD proposals at EU level. Ireland is complying with OECD proposals and that should be our focus at European level. Because this report is consultative i.e. we have no legislative role in this some of the proposals have gone way too far. Some of those strong statements that I could not support included what they call a switch-over clause where profits can be taxed in a third country or another EU Member State under certain conditions. This is a dangerous precedent and is in my view is an attempt to change the Treaty through a directive. I abstained on the final vote because there are some positive points here about profit shifting, rules against tax evasion etc. However the rapporteur went too far on a number of proposals and so I could not support the final report. Some of the important roll call votes were 65 on the switch-over clause and 72, and you will note I voted against these."@en1
