"This was a consent vote on the Partnership and Cooperation Framework Agreement which provides an overarching strategic political framework for strengthening Philippines -EU bilateral cooperation and a legal framework for further engagement between the EU and the Philippines across a broad range of areas, including political dialogue, trade, energy, transport, investment, human rights, education, science and technology, justice, asylum and migration. It also includes areas of current interest such as the Mindanao peace process and disaster risk management. Negotiations with the Philippines began in 2009 and were concluded in 2010 and the agreement was signed in July 2012.
One of the aims of the Framework Agreement is also to constitute the political framework for further negotiations on the EU free trade agreement with the Philippines. I have a number of concerns regarding Free Trade Agreements, however, this is not a FTA and so therefore, I abstained on the final vote, as this Framework Agreement has positive aspects in the area of human rights, education, culture and health issues, such as sanitary and phytosanitary issues also related to animal welfare."@en1
