"Peace Support Operations (PSOs) are a form of crisis response, normally in support of an internationally recognised organisation, such as the UN or the African Union (AU), with a UN mandate, and designed to prevent armed conflict, restore, maintain or build peace, enforce peace agreements and tackle the complex emergencies and challenges posed by failing or weak states. This report recognises the need to focus on capacity building rather than the short—term fix of capacity substitution. The report also calls for greater transparency and closer scrutiny of the use of funds from national governments to the UN and the EU and for improvements to be made on better coordination amongst all international contributors to avoid unnecessary duplication. I voted for the report as cooperation among the African Union, the EU and the UN is key to regional stability, and we have longstanding partnerships with both organisations. In the field of security and peace support operations, these partnerships increasingly overlap and it is time to reflect on how this trilateral cooperation works, and could work even better."@en1
