lpv:spoken text	"I voted with my Labour Party colleagues in favour of this report because the Protocol to Eliminate Illicit Trade in Tobacco Products, the first Protocol to the Framework Convention on Tobacco Control (FCTC), was adopted on 12 November 2012 and is currently open for ratification, acceptance, approval or accession by the Parties at the WHO FCTC. The new treaty aims at eliminating all forms of illicit trade in tobacco products. This proposal is in line with the EU’s comprehensive strategy to combat cigarette smuggling. Other provisions include licencing, record keeping requirements and regulation of internet sales, duty-free sales and international transit. It establishes offences, and addresses liability and seizure payments, as well as the disposal of confiscated products."@en1
