lpv:spoken text	"I voted in favour of the report which gives the Council consent to ratify the WHO Protocol. The WHO protocol aims at eliminating all forms of illicit trade in tobacco products. This proposal is in line with the EU’s comprehensive strategy to combat cigarette smuggling. Other provisions include licencing, record keeping requirements and regulation of internet-sales, duty-free sales and international transit. It establishes offences, and addresses liability and seizure payments, as well as the disposal of confiscated products."@en1
